a吧最后一句话明显是a来paraphrase的。c的justify这个inference完全come out of nowhere.. b是否primarily是不能决断的原文反而还说了不少对vegetation的影响。。最后一句的cannot + a few对于选a来说是很safe的

应该选A，对应原文最后Estimating amounts of these gases is difficult, and amounts vary depending upon the specific 需要的pending on具体情况，换句话说就是不能从few hydroelectric plants得出结论。

看到有答案是ABC的都有，，，a的话太过绝对可以排除？B应该没错呀，确实不是primarily 取决于大坝建设对植物的影响，还要考虑steel和cement，C也没错，根据第一句和第三句，并不是不能算，而是很难算，要根据具体情况分析，amounts vary也可以说明没有sufficient accuracy吧？
